There is a hot fix going in which may have particular impact on the Priest class which we wanted to inform you of.
Gladiator's Satin Hood and Gladiator's Satin Mantle have been found to be granting only +Healing rather than the intended +Damage and Healing on the PTR. We are correcting this with a hot fix, however the tooltip will not reflect this until an upcoming client patch. For the time being, we will be removing the items from the vendor, so as to minimize any confusion. They will be reinstated when the tooltip issue is corrected.
The change affects Frost Nova. Frozen targets were never intended to be frozen after a critical. However, the usage of Ice Lance made it very noticable that being frozen was persisting through being crit, whereas normal damage had a chance to break the state. By insuring that a crit will break the frozen state, back to back crits from Ice Lance won't be occurring and such spikes in damage disappear.
I don't see how it makes Shatter useless, as you are still gaining higher chance of a crit, you just can't two-shot somebody with a zero second cooldown attack.
The role of the Paladin class is to be a healing/tank hybrid. Every class needs some capacity to deal damage, as that is the primary component for the solo game, but Paladins have always placed fairly low on the damage spectrum.
Rogues define the baseline measurement and, on average, all classes fall below that baseline. Now, in certain cases some classes may exceed that baseline, whether they be a Mage in a particular raid encounter or a Fury Warrior having a good run in a BG, but on average that is the way damage is arranged.
Burst damage and big crits are harder to control and design from a development perspective, due to the number of random or unpredictable elements in any formula. Therefore, crit-based abilities and burst damage tends to see more fine tuning and tweaking than sustainable damage.
As far as tanking and healing, the Paladin has been given plenty of tools for healing and threat gain/management.

Eternal glory awaits those who would prevail in the arena but if youre looking for some more tangible benefits, you'll likely be pleased with the selection of powerful rewards available to the mightiest gladiators. With the arena season officially underway, we've compiled the arena's armor and weapon rewards for your perusal.
Prayer of Mending was intended as a heal that bounces around a group of players. However, players were spamming Prayer of Mending repeatedly on a target to ensure that the target was healed every time he was hit. As such, a cooldown was added to this spell.
Shadow Priests were also doing slightly more than intended damage, so there were some minor adjustments made in order to reduce the effectiveness of Shadow Priests.
Downranking Windfury on two weapons to gain separate cooldowns is a bug with a fix incoming. This means down-ranking on different weapons will no longer stagger cooldowns. The devs want this bug resolved, as it has been a primary source of unintended Enhancement DPS, which they have seen as excessive. Enhancement DPS has been high in many situations and this is something they want to tone down. When this change goes live, it will lend itself to that end, rather than the devs having to look for direct changes to Enh. DPS. Good chance they will still be watching this aspect of Shaman after the bug fix is implemented.
A damage reduction of 15% was going to be applied to Forebearance in the upcoming patch. However, at a sort of last minute decision, the changes were pulled, but remained in the patch notes.
In context with Blessing of Protection, the damage reduction would have been applied to another player, which would not be something anybody wants, really. Basically, we're testing the patch and making changes. Most of the Paladin changes have been pulled.
The currently active patch note is "The slowing affect from "Avenger's Shield" is now considered a snare, so snare removal and immunity affects will now work on it." and that's it so far.
Now, the devs have been considering finding another path of damage reduction, but are not sure exactly what form it will take.

During a routine check we discovered a technical issue with the final step of the Paid Character Transfer process, which was preventing players from completing the move of their character(s).
In order to resolve this we have turned off the Paid Character Transfer service until further notice. We expect to have this resolved by Friday afternoon and will keep you updated as more information becomes available.
General - Some logic was fixed in the "Natural Remedies" quest so that Pathaleon the Calculator's Image will always spawn during the ritual. - Goliathon and his shardlings can no longer be pulled to nearby areas that have guards. - More fixes implemented in the "It's a Fel Reaver, But With Heart" quest to keep the Scrapped Fel Reaver from breaking. - The Orb of the Blackwhelp and Hallowed Wands can no longer be used in combat, and the transformation will be canceled if the player receives damage. - The Scrap Reaver in Netherstorm repairs reduced from 10,000 health to 8,500 health over 10 seconds. - Battle of the Crimson Watch

We've pushed a hotfix that corrected an issue with the Druid ability, Cyclone. This spell no longer causes the targeted player to be considered dead for the arena counter.
Paladins used to be able to use Avenging Wrath and Divine Shield at the same time. This was a bug, and it will get fixed in the next patch. Avenging Wrath and Divine Shield will then share the same cooldown as it was intended.
After further testing, we've decided to undo the following changes to the Paladin for the next patch as we felt the adjustments were too imposing on the class' ability to tank in dungeons.
-Increased the duration of "Avenging Wrath" by 50% (now lasts 30 sec.) This ability no longer invokes "Forbearance", but shares a cooldown with "Divine Shield".
-Forbearance now reduces damage dealt by the affected player by 15%.
With that being said, we do feel that the Paladin is currently capable of producing too much burst damage and are investigating reasonable ways to make minor reductions for the future.
The cooldown for Prayer of Mending is now going to be ten seconds, instead of fifteen. Additionally, we're improving the amount of damage mitigation Power Word: Shield gains from plus to healing by an additional ten percent, which is effectively double what it is now. Circle of Healing will cost 30% less mana, and we're also continuing to look into improving Light well, as well as analyzing priest survivability in both PvE and PvP.
